This game uses two card packs, the odds are in the players favour when using eight divan bases, diminishing as the number of divan bases are reduced.
Original game play taken from The Penguin Book of Patience By David Parlett.
The sultan is not built upon, the Ace and other Kings are built upwards in suit to the Queens. (Kings immediately followed by Aces)
Any spaces vacated by cards placed from the divan on to the harem bases must be replaced by cards from the discard or deal piles before further cards can be moved to the discard pile. The game is complete when eight Queens surround the sultan.

Another thing that really makes Sultan enjoyable for me is how it manages to stay interesting even after playing it multiple times.
